Understanding COP29: What to expect in 2024

31 October 2024

As the world prepares for the 29th Conference of the Parties (“COP29”), set to take place in Baku, Azerbaijan, from November 11 to 22, 2024, it’s essential to understand its significance and the agenda that will shape the discussions. This annual climate summit brings together representatives from nearly 200 countries to coordinate global climate action and negotiate policies to address the climate crisis.

COP29 is part of the United Nations Framework Convention on Climate Change (“UNFCCC”), aimed at uniting countries to tackle global warming and promote sustainable practices. Each annual COP serves as a platform for countries to negotiate agreements, set targets, and evaluate progress towards climate goals. This year's conference builds on the outcomes of COP28, reflecting the urgent need for coordinated action.

What’s on the agenda?

The agenda for COP29 is ambitious, focusing on several critical areas:

  1. Strengthening climate commitments: One of the primary objectives will be to review and enhance Nationally Determined Contributions (“NDCs”) set by countries under the Paris Agreement. Countries are expected to present more ambitious plans to reduce and phase out greenhouse gas emissions, aligning with the goal of limiting global warming to 1.5°C above pre-industrial levels.

  2. Financing climate action: Financing remains a crucial element, with the previous goal to raise $100 billion annually for climate action in developing countries from 2020 onwards proving far from sufficient. Discussions will now focus on innovative funding mechanisms, including public-private partnerships, to scale up financial resources and effectively support climate resilience and adaptation projects.

  3. Health and climate intersections: Given the increasing awareness of the links between health and climate change, COP29 will spotlight health initiatives. Collaborations with health associations aim to address the impacts of climate change on public health, highlighting the need for integrated approaches to both climate action and health policies.

  4. Just transition: As industries shift to sustainable practices, COP29 will advocate for a just transition for workers and communities impacted by these changes. Ensuring fair employment practices and providing retraining initiatives are key discussion points, with a focus on supporting everyone through the green transition.

  5. Youth engagement: Acknowledging the role of younger generations in climate action, COP29 will focus on youth participation. Initiatives encouraging young leaders to engage in decision-making processes will be vital, ensuring that the voices of future generations are heard.

  6. Inclusivity: COP29 aims to be the most inclusive climate conference yet, ensuring decisions and implementation are genuinely collaborative with Indigenous Peoples and Local Communities (“IPLCs”). By elevating IPLC leadership in climate policy, COP29 seeks to protect cultural and biological diversity, advance equity, and integrate the unique insights of underrepresented groups into global climate solutions.

As COP29 approaches, the world stands at a pivotal moment in the fight against climate change. The agenda promises to address pressing challenges, promote collaboration, and strengthen commitments.
